Phd in IS/CS profile evaluation

I've been following this forum for almost 9 years now. I am planning to apply to a few Phd programs this year. Please share your insights/comments on my profile and target schools.

BTech (avg school in India) - 71% (WES - 3.8)
MS in IS (with data science)- 3.7 (Top 25 World Univ)
Work Exp - 6 years
Papers - 2
Relevant Certifications - 20+
GRE - 315

Relevant projects : Text mining, Sentiment analysis, Image processing using improved Fisher, NLP based RPA, Sports data mining.

Recommenders: 2 Senior Professors from grad school (received As in their coursework)
1 Senior Director from work

Target Schools - Oxford, Cambridge, U of Toronto, UC Berkeley, MIT, Columbia, Princeton, UCLA

I haven't finalized Professors yet.
