Are "Degree documents" required for GaTech application?

Unlike most other universities, GaTech asks us to upload "Degree documents" in addition to the transcripts. According to the instructions at http://www.gradadmiss.gatech.edu/supporting-documents, the requirement states "Native language degree documents, if awarded degree isn't noted on transcript(s)." I reckon that they want a copy of the degree certificates, but I am confused because I have never heard of anyone applying to universities for obtaining for copies of "official degree certificates" as in the case of transcripts. The name of my degrees are mentioned on the transcripts, but it is not explicitly stated that I have been "awarded" the degree - I don't think any transcript states that. Thus, I am unable to fully comprehend what they mean by saying "noted on transcript(s)" Am I still required to upload scanned copies of my degree certificates?

If the answer to the above question is yes, does that mean I have to obtain copies of degree certificates from universities in advance? Also, my master's degree certificate has the same things written both in Hindi and in English (I guess all IIT certificates are in this format) - is a translation required in this case? This is pretty illogical because final year students do not even have a degree certificate in their possession. Kindly clarify my doubts.
