MS Application form query

Hi,

I have a query for a university application which states the following

Will you need the University's assistance in securing/maintaining authorization to study in the United States?

This question was under the authorization section. I am a bit confused as to are they asking if I need help in issuing the student (F1) Visa or is it something else.

Could you please help me out with this. Thanks
